Arthur has a great voice actor, and is fun in secondary missions and when you're fucking around with npcs.
in the main story he acts like dutch's pet and shows no balls even when he's left for dead.

Rockstar has two teams. The GTA team and the "everything else we touch" team.
The GTA team has the best programmers. The other team innovates, the other team pushes graphics to insane degrees, the other team writes compelling stories.
The GTA team makes fun, mindless games. The other team gets paid to work suicidal hours while their bosses drop acid and scream insane demands at them that they must implement perfectly within weeks.
The GTA team rolls in the cash in the short term and then turns into jews. The other team slowly becomes millionaires that can say they worked on some of the best gaming experiences around.
