Nothing seems to match how fun and expressive this looks and moves, not even SF3 comes close.

Not him but XIII's actual animation is rather lacking. The individual frames are obviously beautiful but because every frame was so detailed it resulted in moves having less animation or characters having moves cut from their tool kit. If your animation affects gameplay that's a problem.

No he's right. Watch how sudden their sprites change the moment they move, and also how floaty it looks. Beautiful sprites, just not seamless.

Watch any super move. The actual character has next to no animation and the screen just gets littered with sparkle effects to try to distract you from this. The art was too expensive and detailed to allow for highly animated characters. KoF in general usually has to limit character animation due to roster sizes and space limitations. This is why SNK's 1v1 fighters animate much better.

The other problem with XIII is how ugly a lot of characters look. SNK made characters by first making cg models and animating over them. The models they made, due to their inexperience at 3d, made multiple characters look off model with fucked up proportions.

I forget his name but the creator of High Score Girl actually plays vsav competitively, believe he mains Victor.

I adore Darkstalkers and SF3 for completely different reasons and they express pixel art/animation in different ways with different technologies. To ask to prefer one above the other is a reality I reject.

Based Metal Slug poster. SNK was also king of pixel art/animations.

The best part of Metal Slug's animations is how completely unnecessary they were. Think about it, who's taking the time to pay attention to those amazing animations when they're busy running and gunning, knowing they'll die in a single hit?

I agree, I strongly prefer the style of Garou and FF Real Bout. My main complaint with XIII is that not only is Joe Higashi made totally obsolete but they also made him a 110 lb wimp instead of the King of Muay Thai that he is in Fatal Fury
