Tor is fast enough to allow you to stream Full HD video in real time. If your isn't, that means:
-something is wrong with your PC, OS, etc
-your government or ISP is slowing down your Tor connection in order to discourage you from using it
Bandwidth in Tor is very good. Only issue could be latency, but only for things like fast online games (but those use UDP so can't use them over Tor) or VoIP (realtime speaking with someone). For web browsing, chats, IRC etc latency in Tor is fine.

Do it TCP only over Tor, encrypted, with DHT set to "search only" or equivalent, port randomization, and your firewall set to allow only UDP out from the torrent client (blocking TCP except to your Tor socks port). It's slow, three quarters of peers won't be connect-able, but if you have patience and your torrent swarms are big enough you'll eventually get the file almost seeding-free!
