Cutting down on out-of-control spending is a multi-prong process. Multiple organizations working through audits and courts have to actively work to determine where money is being allocated, and if any of that is being unnecessarily spent. Protip: it really is. The VA and Dept. of Defense are huge wastes of money.
Sadly, the DOD really needs the money; they need to stop spending it on diversity initiatives, hormone replacement therapy, and gender reassignment surgery and start focusing on actually having units combat ready. Too much money is spent on hugely wasteful no-bid contracts and pandering to 0.5% of the population while ships and squadrons sit in broken-down equipment that we (((magically))) have no fucking money to fix or replace.
However, the DOD needs to pull their heads out of their asses to take care of that. Other departments can focus on their needs, such as focus on building a wall, medicare spending, and the like.
You can't simply prioritize one thing and expect it to get done. I'd like it if more shit were getting fixed or at least being mentioned, such as the DOD audit, but the system is so bloated that going through the proper channels to do things right takes years. Nobody in power for decades wanted to do things right when they could abuse the system, weaken the military, AND line their pockets at the same time.

In times of emergency (we've been in one since the 30's according to law) the president can issue an EO to reassign military assets wherever he wants.
Fire all the congressional assistants and move all the trannies, minorities and troublmakers to Capitol Hill. Use a pretext for security since politicians are being harassed by Soros minions, and that every paper-shuffler needs to have a military rank. It would also (theoretically) cut down on some of the Awan shit.
Make Congress eat their own dogfood, essentially.
