I don't think that's very realistic, unless we're talking a very simple, CP/M type OS.
OSs require thousands of contributors over decades to get to where Linux is now, and it's still less polished than Windows and macOS on the GUI front.

I have never met a computer scientist that thought "the cloud" was good. At best, it's convenient. However, I have met lots of marketers that love cloud computing, and would love to get my business to use their cloud services.
