Yes it can shut the physical money off, which would disturb a whole lot of small time businesses and private citizens. What it doesn't achieve is to topple the economy, since it's fully digital and backed by multiple (including hidden and international) server farms. When the economy is taken down it comes from their side and they will use an orchestrated event to hide their involvement (like the US government shutdown for example).
