They banned handguns with the intention to disarm the populace, very successfully.
Everyone always thinks that banning X is because of criminal use, but they really want a general ban, and it works very well because your average Joe does not want to risk his comfy life to acquire a weapon even if he needs or wants it.
The result of gun bans is that only criminals will be armed, and that is the goal as it gives them a reason to arm the police even more, increasing the disparity between the state with a monopoly on violence, and a meek, unarmed and helpless population.
