Missouri and Oklahoma aren't red states, but they've already approved it at several levels.
This man has a point: with electoral college, voter fraud in, say, California is a non issue. A million fake votes would have no impact as the state was gonna go blue anyway. Voter fraud only matters in contested states which is a more risky game. Now, fake votes can happen anywhere and influence how other states vote. For the time being, these are all solid blue states anyway so it's no big deal. But any swing states hopping on the bandwagon could spell disaster.
