thats what happened in reality. the black shirts were a paramilitary force made up of reactionary classes who were angered by the "chaos" caused by socialist agitation (and the final straw, successfully organizing agricultural laborers in the po valley and in tuscany) and just utterly wrecking socialists through violence. Of course they wouldn't have been successful had the state not tacitly accepted and supported them. The police were happy to step aside or even work with them to destroy the socialists as a force, and that's exactly what they did. They killed them, maimed them, destroyed their bases of operation and their organizations. They tore the socialists apart and the socialists just caved in and collapsed from the overwhelming violence. The irony here is that the Socialists had had the upperhand for two years but they failed to prepare for this contingency.
