Intelligence only matters for the top ~10 people in the world. Those are the ones making fundamental break throughs in science. Historically these have been men, people like Einstein, Marx, Turing, etc. The only woman I can think of who is in this group is Grace Hopper but there are probably more. Finding these highly intelligent people is a matter of chance (say 1 in 1 billion) so for best results you give good education to all and look for the most promising ones. Maybe there will naturally be less women than men in certain positions and vice-versa. I'm of the opinion that with leadership position especially, there should be some effort towards making it more representative than it naturally would be.

I think the angle of requiring full representation in position of power is important because uneven representation, even if chosen by people, has negative effects. An example would be abolishment of birth control rights, which cannot happen as easily if the people who are affected hold equal power in society.
