If Kim resumes his nuclear program he'll either cause an environmental catastrophe (his test site is rumored to be unusable due to multiple tests, future tests would create lots of fallout) or get bombed and invaded in a preemptive US strike. America's military has no shame and will do it if Seoul asks, which is why Kim is working with SK first before America. If he wants to remain in power he'll have to play everyone else against each other.

America would sooner bomb every square inch of NK again rather than allow it to go communist and make the 50+ year shitshow for naught. Unity is just lip service, in practice SK and America will gladly accept NK recognizing SK as a sovereign state and agreeing to the current border. This allows for official US and SK embassies to be setup in Pyongyang while demilitarizing the border and having civil law enforcement deal with it. SK doesn't want impoverished peasants in their country and America doesn't want to have to approve another Marshall Plan for NK. And Kim himself doesn't want to leave power.

The only remaining question is the nukes, but this is where China can step in and take them on lease or dismantle them. Which is another angle Kim gets to play: he can benefit from both Chinese and SK/American trade at the same time if he plays his cards right.
