With a new increase in taxes and re-assessment of spending priorities the new budget of the Union has been submitted to GOSPLAN in the hope of securing both continued industrial growth to fulfill the needs of Soviet citizens while maintaining the environmental quality of the Union.

New cultural spending priorities too seem to have opened the road to cultural exchange with the west, at least as suggested by our intellectuals. Of course showing western films in the Union is out of the question for the party.

Ignore the letter and start looking for more solutions in the budget menu. The presidium should collectively start to look into what works in increasing the opinion of the intelligentsia. Their opinion is pretty important since their ranks consist of teachers, professors and other influential people who can sway public opinion against us if they are left dissatisfied.

We ignored the letter and an additional 10 million was given to cultural enlightenment boosting it 150 million. Moreover 20 million was set aside for envelopes to intellectuals. They should be getting a good deal of mail of their own to satisfy them now.

The Ministry of the Interior has also been opened to policy changes which we may begin making in the coming months.
