Terrorism while minimizing civilian casualties is good terrorism. Did better than the plfp and other Maoist organizations in south Asia in regards to collateral damage.

Coercion via the state or coercion through paramilitaries accomplishes the same thing in the end. It would be nice if relying on parliamentary victories were enough, but at the very least you'd end up with a civil war on your hands after winning a few elections.
