He was better than Chernenko and he inherited an absolute mess that couldn't have been saved with any less than a decade. He was not a socialist and did not belong anywhere near power, but he was a mostly good person who thought he was doing the right thing, but he was the wrong person at the wrong time. A few of his policies would have been good policies in less dire times. His tenure cannot be oversimplified as "closet capitalist sells out country for pizza hut".
