Most developed countries have a state apparatus whose function is basically international and internal relations. This functions to support the moral legitimacy of the liberal state. During and following the war in Syria, Libya, etc. there was a movement of refugees to find safety in Europe. They were coming on their leaky boats and crossing land and using whatever means to get out of the shit. Like the other user pointed out, this group really wasn't as large as Zig Forums makes it out to be. To the state and their larger bodies (the EU, UN), this was a no brainer. You take in the refugees to legitimize yourself and deflect from any role you've had in these wars. This may or may not be a conscious discussion on their part but it's just how those institutions have formed themselves, it's their utility.

The capitalist class may still benefit from the unrest, but it really depends. Historically speaking, capitalists have very explicitly brought in foreign workers before in order to break up the working classes and drive down compensation. Even in groups with no language barrier, like black people and white people in the US, there are records of capitalists and their managers explicitly working to sow discord within the working class by bringing in black workers for different industries to break up union power.

And look at what it is doing to Europe. I really can't say if the business owners are cognizant of this to a significant degree because they've lived in relative comfort for decades, but having the "refugee crisis" has fueled the rise of right wing populism all over Europe.
