The political coalition against this is so incredibly large that there's no way this could possibly happen. Leftists and environmentalists will be joined by space enthusiasts concerned about billboards interfering with launches, astronomical observation, or more productive orbital activity, and by substantial number of religious fanatics. Even nationalists who voice only the most superficial critiques of capitalism (shit you could have found in AdBusters 15 years ago) probably will end up in opposition to it.

Billions of outraged people could bring a lot of force to bear on anyone trying to launch an orbital billboard. Imagine five unabombers and a sniper or two every week. The capitalist class as a whole has no reason to stand united on this issue, and they'd probably just throw the offending company under the bus in a heartbeat and move on. Similarly, no state would be so foolish as to unleash its security forces (who themselves probably won't all be thrilled about this) on a broad swath of society over something that brings so little benefit to the ruling class.
