With what is going on they won’t be able to repay and continue welfare. So Maduro will be forced to either do austerity and lose all his support, or default and have no allies.

Was there any way to do those popular welfare programs AND create autarky in Venezuela? From what I understand there were attempts under Chavez to collectivize the agriculture early on, but after the commodities boom ended and oil prices crashed he just kept importing and this killed any chance Venezuela's national bourgeoisie had to develop independent productive forces. Was this inevitable?

It wasn't inevitable. Look up import substitution industrialization. This is what Chavez and Maduro should have been doing instead of blowing away all their moneyz when oil prices were high.

Chavez meant well, but went full retard when he didn't start investing in the long term as soon as he could. The entire Venezuelan economy was gambling on oil prices which led to extreme Dutch disease and a reversal of material improvement.
It is possible that US hegemony abused this to weaken the country, but that doesn't excuse a failure to address it. Chavez was simply too concerned with being liked by his constituents.

You wouldn't be? The reason he was able to dodge the coup in 2002 and the Oil strike was his support in the barrios, a place only he was able to organize in the history of the country's politics.

If he created steel mills with good jobs, he’d be just as well liked. Also litery and education campaigns would still happen, and wealfare to, just not as much.

There was no real reason he couldn't balance short term relief with severe economic dependence on a commodity that the Western world is willing to raze his country to get.
