Identical twins Jim Lewis and Jim Springer were only four weeks old when they were separated; each infant was taken in by a different adoptive family. At age five, Lewis learned that he had a twin, but he said that the notion never truly "soaked in" until he was 38 years old. Springer learned of his twin sibling at age eight, but both he and his adoptive parents believed the sibling had died. The two were finally reunited at age 39. The very fact that you had twin siblings separated at birth bearing the same name, both 6 feet tall and weighing exactly 180 pounds is pretty incredible. But there's more.

In her book Entwined Lives, Nancy Segal lists the following shared characteristics:

For liking dogs? Very likely yes. Humans and dogs have evolved alongside each other.

For having a playful personality of the sort to go for a silly animal name instead of whatever is more traditional? Very much yes.

So, when naming their children, a twin from the US and one from China aren't going to name them the same. But if the US twin names his kid "John" the one in China is more likely to go with "Wei". And if the US one goes with "Robespierre", then the Chinese one is more likely to go with a similarly uncommon name.

So, "Toy" and "Toy" is a coincidence, sure. But it wouldn't likely be counted as coincidence if it were "Toy" and "Game" as the two names. Or if they were girl dogs named "Rose" and "Petal". Not identical, but still fitting a theme or inclination. Toy/Toy is random chance, but heavily weighted towards a smaller selection of likely candidates.
