As a world power or as the country that controls the territory? In the case of the latter it will probably be a group of smaller countries made from the population and institutions of former states, same as what happens to every power that collapses.

That the U.S. can roll into a country with gigantic oil reserves, force a regime change, give the oil fields to the President's favorite energy corporation, and bleed the country dry while leaving all the actual rebuilding and governance to proxies? I don't think that Assad should want them to learn that particular lesson.
