These already kind of exist. They're called "historically black colleges" in burgerland, and they're so bad, the net return on investment on a degree from one is negative. Meaning, you'd be better off, financially, with a high school diploma than a degree from one of these colleges.

The rich people in Oxford and Cambridge are the same people who advocate for more immigration. They already let in more black people than merit truly allows for. They are already jokes, in terms of the "education" you get from them. I'd love to see the problems they cause come to their own doorsteps. Let them live up close alongside the student housing.
