The Clintons are in deeper with the Russians than the Bush or Trump family, but the bottom line is they all are in shady dealings with Russia because it's a mafia state that will give them cover as long as they play by the rules which are:
"Rattle your sabers in public all you want, but don't kill the golden goose that lays your eggs when you really need them." Putin knows the U.S. very well. In the end, he'll actually save his "enemies" with direct support and political cover to use as leverage for future favors or leniency.
Notice that because the U.S. is actually a fairly functional democracy with a decently high threshold of law and balance of powers that whenever Putin pushes too hard, there are sanctions that get put into force. But they never bite too hard on the Russian economy in a devastating way like the sanctions against Iran, nor do they ever target Putin directly. It's just a form of political pressure that's far preferable than using military pressure which could quickly escalate out of control. It's the same reason why you see only economic sanctions for Crimea and not NATO boots on the ground in Donbass.
The U.S. even just placed new sanctions against Best Korea even though Trump and Great Leader were practical sucking each other off on camera a few months ago. Sanctions are a bargaining chip and a way to virtue signal "toughness" to the public.
It's all a game. There are no "good guys" in this drama.

One of the big problems the Soviets always had is that there was far too many state entities pulling in totally different directions.
So for example in the space race NASA coordinated many private companies to build various components but ultimately the head of NASA was in charge and he set the specifications.
In the USSR, there was a number of competing space agencies that routinely undermined, contradicted and overruled each other. It was more about the personality of the top guy in charge, what his personal opinions were and the contacts he had within the party.
