The Trump administration unveiled a plan Thursday to force hundreds of thousands more Americans to hold jobs if they want to keep receiving food stamps, pursuing through executive powers what it could not achieve in Congress.
The country’s food assistance program, which is run by the Agriculture Department, already requires most adults without dependents to work if they collect food stamps for more than three months in a three-year period. But USDA regulations allow states to waive the requirement in areas with unemployment rates that are at least 20 percent greater than the national rate.
The USDA is now proposing that states could waive the requirement only in areas where unemployment is above 7 percent. The current national unemployment rate stands at 3.7 percent.
About 2.8 million able-bodied recipients without children or an ailing person in their care were not working in 2016, according to the USDA’s latest numbers. Roughly 755,000 live in areas that stand to lose the waivers.
The announcement came hours before President Trump signed an approximately $870 billion farm bill with funding for the nation’s agricultural programs and food stamps.
That legislation does not impose any tougher work requirements, even though the House version of the bill had restricted the waiver program and also imposed new requirements on parents with children ages 6 to 12, among other changes. The Senate version did not include those provisions.
Congressional Democrats quickly slammed the plan and questioned whether the administration has a legal basis to authorize it. Under current rules, able-bodied adults without dependents — or ABAWDs, as the USDA calls them — are eligible for food stamps from the Supplemental Nutrition Assistance Program for only three months in a three-year period if they do not work or participate in a job-training program for at least 20 hours each week.
States, however, can seek waivers that extend support for such individuals up to two years if they live in areas with a surplus of workers…
“Even with as robust a program as we have — including a partnership with every community college in the state,” she said, it would be “really hard” for Washington to expand its job training efforts without significantly more funding.
But conservative groups had been frustrated that several of their proposals for stricter work requirements were rejected in the farm bill now headed to Trump’s desk.
The number of Americans receiving food stamp benefits has already declined dramatically, falling from about 48 million in 2013 to about 40 million in 2018 as the broader economy rebounded and unemployment fell, according to federal statistics.
But Trump wants to change all that.
“The USDA is now proposing that states could waive the requirement only in areas where unemployment is above 7 percent,” the Post reports. That’s a huge increase from about 4.5 percent under the current rule and the current national unemployment rate.
More than 750,000 people who receive food assistance live in areas that would lose the waivers. Those people will have to jump through unnecessary bureaucratic hoops in order to feed their families, and could even risk losing their benefits.
What’s more, Trump is trying to use his executive power to subvert the will of Congress after his and Speaker Ryan's original scheme of attacking the poor failed.
Some food stamp recipients in rural Minnesota counties would need to find a job to continue receiving food assistance under proposed new regulations announced Thursday by the Trump administration.
The food stamp program, known officially as SNAP or the Supplemental Nutrition Assistance Program, requires that childless adults under age 50 must work 80 hours a month in order to qualify. But states have been allowed to exempt areas that had high unemployment or a lack of jobs.
Altogether, 454,000 Minnesotans are on SNAP, which is about 1 out of every 12 residents. The work requirements do not apply to people with disabilities, the elderly, pregnant women and adults caring for dependents.
"Our food shelf visits will go up if people lose access to SNAP benefits through this work requirement," said Lisa Mears, chief executive at Family Pathways, a nonprofit in North Branch that has food shelves in five Minnesota counties. "The economy is thriving, but in the past few months we have seen our food shelf visits go up," said Mears. Her organization has seven food shelves and 22 mobile food shelves that serve about 17,000 people a year.
As a member of Congress, Walz said, he worked on the language in the farm bill, and "we thought we put this to rest. But, again, I just want to stress: Five days before Christmas and all they have to do is come after people who need food assistance? The state of Minnesota has more compassion than that."
"Right now we anticipate that this rule is likely to increase hunger and destitution in Minnesota for some of the poorest people in our state," said Roberta Downing, assistant commissioner for external relations.
Single childless adults qualify for food stamps if they make less than $20,000 a year. Downing said that in some of the exempt counties, up to half of the jobs are part-time, with unreliable hours.
On average, food stamps provide $111 in aid a month, which means that many on the program also need to rely on food shelves.
"The SNAP benefits are not high to begin with," said Karina McLellan, executive director of Falls Hunger Coalition in International Falls, which is in Koochiching County, one of the counties that has been exempt from work requirements.
"You will probably see an increase in food shelf use and the food shelves would just need to be prepared for that," she said. Increasing demand will require her organization to do more fundraising, she said.
Since then, the state has beefed up training programs to help SNAP recipients get jobs.
"Minnesota has been working so hard to try to connect single adults with work opportunities," said Webster. "There has been a lot of momentum, and this throws us backwards."

I use food stamps and get disability. I belive most people should have to work for their welfare and food stamps. They should also only be alliwed to buy food with snap from certain stores that do not allow junk food or sweets. Only raw fruits vegetables and meats kinda thing. Everyone on low income that are not totally crippled should have to get shuttled somewhere for training and helping the comunity in some small way every weak instead of sitting on their asses collecting checks spending it on drugs and alchohol or junk food. I also want to be able to do some small time thing working in my comunity without losing my benefits if some dickhead thinks I can work full time to suport myself and I can't and fail.
