No. It's GNU/Linux/NT. It doesn't run in a regular Windows process, it uses a kernel-provided "Pico process" to run syscalls directly in the NT kernel. It uses Linux package management too, so you have to choose a distro.

It still runs under Windows display manager though, so its more like GNU/Linux+Windows/NT

But Windows is not part of its internal architecture. By your logic, Linux running in a Windows hypervisor is GNU/Linux+Windows.
