Jasper has the superior attack/defense but Spinel has the superior speed/ingenuity. Without gem weapons, Jasper, since Spinel can't deal out any real damage alone unlike Jasper. With gem weapons, Spinel, since she could attack from any direction with it while dealing out the necessary damage.

Jasper would win. Jasper could beat regular teen Steven and even could hurt and take a plethora of punches from Diamond Chad Steven. Spinel was on par with regular teen Steven who Jasper could hurt easily. Also Spinel didn't beat the CGs she had an external weapon to poof them, plus they were lazy
