All things considered, wouldn't it make more sense at a certain point for the OSS to just give him back his daughter and pardon him for all his crimes so they can live together in peace? The only reason he's going on this violent revenge quest is because he wants to reunite with her. Alternatively, if they wanted to absolutely sure that he can't go on another murder spree in the future, they could place his daughter in the middle of an open field, lure him out her, and then fire a mortar shell to wipe them both out for good.

He doesn't, really. If there's one thing I dislike about the comic it's that Jimmy is hypercompetent and always has the exact skills and knowledge he needs to progress the plot. Not long from now he'll possess a pilot and suddenly know how to fly both a commercial airliner and a military jet because that's just what needs to happen for the plot, even though it's established early on that skills and knowledge don't transfer that way.
