Could be a few reasons:
He's from Titmouse so it could be that he doesn't have a closer seat to the execs as others.
His show came in late after CN execs had their hearts on promoting other shows so promotion of Mao Mao will always be on the back burner until they strike out elsewhere.
CN sees Parker as risky, as in he doesn't maintain a supportive online presence and instead vents about CN's decisions.
The show could suffer from Invader Zim syndrome (a hit outside the target demographics, meaning the older crowd that likes the show isn't going to be interested in what's presented in the ads).
CN is hinging on Asian markets and gearing their western release schedule around that.
CN is getting ready to sell it completely to some other network, even giving new episodes to an Australian Hulu before they're released anywhere else.

They're in constant desperation mode and the only meaningful success rating wise with target demographics they've had is TTG. Disney, Nick, and CN have been circling the drain in slow motion for over a decade and that just gets worse as kids gravitate to other options.
