We haven't seen Quigs in ages (I'm getting worried). The spellwork for how to spread a first material's khert field is with him. This shrine has been well mentioned to be a construct facility and the soldiers have blocked off those parts of the shrine to the twins and the refugees. Not to mention the little nod we got in the flash back with unnamed crescian scientist "Baring some unlikely discovery" about the usefulness of non-metal first materials to the crescian war machine.

Considering how Lori sold both the water women and likely Quigs into imprisonment under the shrine, it's likely they are gathering a critical mass of first water from the regenerating water women. Then either using it for other crazy mad science, or putting it in a big fishbowl to be spread throughout conventional material mechs to make a far more cost effective mech army.
