American comics tend to be sexless for cultural and historical reasons (comics code authority etc).
So they sublimate sexual urges into violence, and into symbols. In this particular case Poison Ivy's kiss is clearly representing women's sexual power over men.
In short she is fucking him. Symbolically of course.

Not claiming she's canonically a lesbian, just that it seems like some writers wanted her to be and played up that side more.
