The 3D art style works better. And it helps compliment the feel of an actual city animals would live in if they were sentient. 2D drawings are just lines. 3D helps establish a sense of depht 2D drawings can't capture. Plus the Lilo and Stitch style looks weird on anything that's not Lilo and Stitch in my opinion. But that is just me.

3D generally has the same round eyed cookie cutter look unfortunately. That said even Disney's 2d animation had a "Disney style" that more or less looked the same.
Zootopia still looked good though, it wasn't an ugly or lacking visually. I do agree though that 2D just has more oomph even when it's the same cookie cutter style.
