They just need any gas to bend. The only place where airbending would be ineffective is somewhere like space.

Space would be the great equalizer. No oxygen for fire, not really any water on planets, gases aren't always present on planets, and gaseous planets lack earth.

earth benders have no excuse for not having extremely large and detailed buildings. Life like sculpture of any shape and size should be very common. The proliferation of the arts allowed by earth bending is arguably on par with the industrial power of fire manipulation.
