Aquarius Reef Base off the Florida Keys is the last functioning permanent underwater research facility but nobody lives in it full time. It's owned by Florida International University and is leased out to other organizations for research and training. NASA uses it a lot. At one point there were I think about 60 facilities around the world but they've all been closed because of catastrophic failures or lack of funding. They're very expensive to maintain.
