Why do people ask these dumb questions? Cartoon vs. anime. Comic books vs. manga. The answer is always the same: because cartoon and comic books are seen are "only for kids," so why would the creators put any effort into them? It's not really their fault—it's just how society views them. Cultural differences. Western adults see animation as for children. Even today its still considered childish which is why we still have adult cartoons where their whole gimmick is being vulgar and "mature". Live action is used for more serious content, and to meet the level of unrealistic powers and action of DBZ that relied before on SFX and now CGI which, being prohibitively money and resource intensive, means its limited to AAA productions which, being the territory of jews, means Hollywood blockbusters.
