Basically this. Manga and comics are fundamentally the same medium, using words and pictures in a panel to tell a story.
But while mangakas are happy enough to draw some shit, slap some words on it and call it a day, comics actually engage with the medium and try to create something. It's a real simple thing, but it makes reading a good comic so much more interesting than manga or graphic novels which fall into the same scribbles + WORDS trap.
Yes, Japan has a better publication network than American and Euro comics, they've got a more diverse market that unique stories.
Honestly, just compare what always gets posted in OPTs and "best panels in anime/comics" on Zig Forums and Zig Forums. For Zig Forums it's a two page splash from something like Berserk, a cool illustration from whatever's popular at the moment, the tiger holding a sword in its mouth (still a great image by the way). But with comics you see can start to see clever uses of space and paneling. I'm thinking the climax of Fearful Symmetry, those pages from Moonknight , including the one with the awfully drawn bullets but godly paneling. It's a much more refined engagement with the medium in my opinion, as well as the best argument for comics being art.
And for fuck's sake, would it kill them Japanese to draw a background?
