Yep, this is Chester the Molester, created by Dwaine B. Tinsley for Hustler Magazine.
Each comic would feature him finding new ways to molest girls(in one such comic he waits at the bottom of a slide with his mouth on the end as a young girl gets ready to slide down).
In an interview Tinsley even commented that "you kind of have to be into it to come up with this stuff".
It was later revealed that he was molesting his own duaghter.
