As for Disney+'s edits made just for Disney+ the animation edits are done in The Philippines by Snipple while the live action edits are done in India since they will be way too expensive to do these types of edits in the States.

However, legally they can and will do it to get under censorship because they indeed own the rights and have the power to. While a whole team did make it, disney can alter it how they see fit.
It's similar to the browser in that yes while someone gave it out, few people who now keep it rarely keep it as it was released, choosing to customize it. But altering a browser has far less moral investment.
