I’m assuming you mean exclusively women and not girls, but are you talking FEATURING, or STARRING? There’s a big difference.
If you’re talking about just featuring, pretty much every cartoon after the 70s has at least one.
Now if you’re talking about STARRING women of color, it’s a lot more rare. Not because of a lack of POC, but because most cartoons are aimed at kids, and will therefore naturally star girls, not women.
