he had at least FIVE opportunities to correct this in the first 8 seasons when the school year ended (Bart Gets an F, Kamp Krusty, Summer of 4'2''. The Secret War of Lisa Simpson, Bart of Darkness), let alone the birthdays too. they've had plenty of chances to age up the characters and refuse to do so. I was born in 1985 so when this first started I was closest in age to Maggie. now I'm almost Homer's age. even South Park put the boys in another grade in the 4th season (though it had no real impact other than the new teacher and they've done nothing like that in almost 20 years themselves).

You're missing the larger picture.
The issue isn't just that there are no teenagers. It's that Lisa and Bart are too close in age and you can't age one without aging the other. It creates a different problem where you lose opportunities to have plots revolve around children's antics since suddenly they're both too old to be behaving that way. Bart goes from being a mischevious prankster to being a felon, and the show would suffer too much from that kind of change.
