How is Cheetah that?
Wondy has plenty of rogues who at least have 'potential', but her writers have shot themselves in the foot by making her an ultra violent warrior who couldn't justify having normal recurring foes. She kinda needs to have some compassion built into her character to really work at this whole "superhero" business. Or else, she's just going remain stuck in the same power level sandtrap that Batman's in, where he can only fight over-the-top caricatures of his own villains (aka, just The Joker) who has to have a body count in the tens of thousands to compete with Bat God.
Dr. Poison alone, originally being a crackerjack crazy FtM-coded Nazi mad scientist, has LOADS more potential than, say Ares. Cheetah having a split personality + inferiority complex perpetuated by her toxic ideals for femininity could be mined for some interesting character dynamics, etc.... Basically, villains shouldn't just be ranked by merit of "power level", writers just have to be willing to put some thought into how Wonder Woman can handle nuanced situations like a hero, instead of as a sword-swinging Greek slasher.
Cheetah works best as an Avatar of a competing pantheon of gods that rival the Olympians
Just think about it.
Wonder Woman is about being a strong, powerful female with a strong moral compass and direct approach.
Dr Psycho is a weak, little man who sociopathically uses manipulation dehumanize others.
I can't think of anything more antithetical to who Wonder Woman is and what she represents. Coming from an author who was obsessed with female sexual superiority, Dr Psycho represents traditional patriarchal structures and acts as a antithesis.
