The Starlights weren't trans in the manga, they were just crossdressers. Toei thought it'd be more acceptable if they change their sex and I don't know about Japan but it worked great in the west because Usagi/Seiya fangirls see Seiya as a real boy when she doesn't even count as a trans because it was just a disguise.
