Scar, Frollo and Jafar are the only non- American accented villains I can think of. Oh, and I guess maybe the butler from The Aristocats, but I don't think that one counts since the good guys also had British accents.

Haha, yeah they're so right. Except for Ursula, Jafar, MacLeach, Prince John, Cruella, Maleficent, the dude from Home on the Range, Hades, the original Rescuers villain, Dr. Facilier, Captain Hook, Gaston, Mother Gothel, the Queen of Hearts, Frollo, and Ratigan.

They literally don't have to worry about this. Even if it were the case when this thing started up, it's a case of copying a copy of a copy of a copy etc etc until it morphs into its own view. So many people have just copied off of this kind of thing because it's cool, to the point shows that always have to vocally point out a trope ironically specify it's "a cool unique accent".

But people have been doing this from the beginning because it's cool, any of the actual "bad for diversity" messages died out a long time ago unless its the entire point of the product (an actual evil frenchman trying to kill an american, not a lion talking british), and it was always mixed in with people thinking it was just a cool thing to do.

I think the foreign accent thing is exaggerated a lot. There are lots of Disney films that had a British actor/ess as the lead role. If I'm remembering correctly films like Peter Pan and Robin Hood are the opposite where the villain had a US voice.
