Look at Hanna Barbera. They did the same for the TV shows before they were confident enough to outsource the animation. Their Tom and Jerry MGM theatricals were nicely animated, so they could do it with enough budget.

This. He had a main creation that he will be remembered mostly for (The Spirit to Astro Boy) but would then experiment in terms of content and form within the comic medium with other graphic novels. The only mismatch is that I think Will Eisner never dabbled with Animation unlike Tezuka.

Carl Barks is a legend but Kirby is a better comparison because both Tezuka and Kirby created a ton of original characters and covered a variety of genres. Carl is on their level as an artist and a storyteller though.

he created the concept of Star System which was just an excuse for him to reuse his character designs how many times he wanted, that's why modern anime is so full of sameface syndrome
