Yes and no. Yes in that Korra's story was about Korra, and Bryke wanted to explore a different avatar that was the next incarnation after Aang, in a post-peace society that was quickly advancing technology and industry-wise.

No, in that Korra's story overall is riddled with garbage writing, and in the end had to Deus Ex Machina itself out of its fate with a last minute pandering.
