It is a shame. Soviet animation is quite lovely and stylized, and the stories are pretty solid, too. No animated musicals or comedy heavy stories, just fairy tales set to nice art and nice music.

sort of, no government backing meant jobs dried up and talent fled. but now it's so easy to get an animation education so its coming back.
Eastern Europe has never really related to slapstick humor, they like only drama and arthouse shit.
Animation was never exactly the big thing in the Soviet Union. It existed and they made quite a few really good short films that I'm in love with, but the whole idea of animation usually contrasts with the idea of realism the government had especially before the 50s, so it wasn't as widespread as it became in Japan and America and only kickstarted later on in the country's history when funding increased.
Combine with the country not exactly being rich enough to focus on it and Russia is going to produce some but not a massive level.
Russia's still largely haven't gotten over the "animation=kiddie shit" mentality like japs and burgers did.
But it sometimes results in hidden gems being produced as well.

Animation during the Soviet-Union period in Eastern Europe was run by a single state run company called "BaseduzMultifilm" which from what i know was privatised and promptly gutted during the 1990s leaving Russian animation sorely lacking outside of things like kids shows which is quite a shame since the Soviet animations were at some points very good and trippy (The arts often being used in authoritarian states as a creative outlet) example...

These days I'd say Russian animation is dominated by Studio Melnitsa, they had an ok start in 2003 with Little Longnose but since then descended into mediocrity and just concentrated on progressively worse animated sequels about Russian bogatyrs.
Making animation mainly for kids does show that your country's animation industry is creatively bankrupt. That's all Britain and Germany make. Even Walt Disney said once it's a fool who makes cartoons strictly for children.

For some reason the Russians caught the Little Lulu bug and decided to make their own version. Latin America and Japan were full of Little Lulu knockoffs as well--for some reason a lot of people loved the smartass loli trope.
Some Soviet animators who don't do things strictly for kids are still doing some things very low key. Yuri Norstein already robbed Thief and the Cobbler and King and Mockingbird of their longest production records and it's still not out, nor is Norstein dead. I think.

I'm having mixed feelings about Syenduk being the head honcho of indie animation in Russia.
