Is Tim the Robin Batman likes the least?
Much as it pains me because I love her, it's steph.
I feel like writers just don't know what to do with Tim after Damian came along.

What does that leave Tim with? He was originally there to balance out Bruce when he was recovering from Jason's death but that isn't really relevant anymore.
The answer is to give him a new identity the same as all the other past Robins
I'd like it if DC played up Tim's hacker / tech side. Like hacking into cameras and building his own gadgets. But I do agree that Tim doesn't really have a unique personality like the others. He's always been kind of a loner, so maybe add to that? Not a loner in the way Jason is, but rather more anti-social and reclusive (which in turn makes sense with him being a hacker).
Nah. As far as filling the loyal soldier role goes, he likes Tim the most.

Circa 1997 or 8, Tim should have either retired or become an Oracle-type character. He's not damaged enough to be a lifer superhero (or at least he wasn't, thanks Identity Crisis!)

Personally Satan, I think Tim should become a plain clothes detective/freelance spy. Being Bruce Wayne's dejected middle child, partying his way around the world on his trust fund is the perfect cover for going after international crime organizations. And since he has no costumed identity you don't have to worry about the whole "Superhero is always conveniently in the same town as Tim" problem. It would also be a good opportunity to use some characters like Tom Tresser: Nemesis.

Well, he didn't raise him like Dick or feels responsible for his death like he does for Jason, nor is he his biological father like he is to Damian.
But I guess he appreciate him the most as a partner, Batman's petty attempt to get him back even resulted in Steph's death.
Also, if Jason hadn't died, I guess Batman would feel kind of the same way about him.

I've actually though about what would happen if Batman got into some serious shit, who would he call first?
It's Tim, he's the smartest and most determined, the best detective and one who could figure out how to save Bruce. Plus, Tim's best friends are a Super and a Speedster.
Then Jason, because he gets shit done. Would take down serious threats no remorse, heavy hitter friends.
Then Dick because he can rally the largest team, most connections in the DCU even if the Titans are largely ineffective.
Damian would be last ditch effort if all else fails, at the end of the day Bruce shouldn't put his actual underage son in danger unless its a worst case scenario.
Duke, Luke and other ancillary Batmembers should protect Damian and acting as support intel/recon system for other Robins.

Dick is the one he trusts the most. Jason he barely works with and has only started to trust, and yes Bruce would absolutely put his underage son in harm's way.
He's the smart, cautious one.
Hard to stand out when all of the other Robins are also extremely smart.
Tim is the relatable Robin, the one that has to balance his social life and school with the super-heroics. Pushing him as the mega genius is part of what ruined him.

Jason is his favorite Robin hands down. not even close, Tim's a distant #2 with Steph and Dick dead last

Still, compromises some uniqueness there. Same way Damian’s introduction means Jason has to be something more than just “the angry/edgy one.”
Barely anyone cares or remembers her as a Robin unless its for virtue signaling feminist points. So she didn't take anything from him.
I would argue that Dick is his favorite, and canon seems to back that up more often than not.

As Robin, no, but there’s the wider family dynamics and niches to consider. Her Batgirl book basically cemented her as “the regular one,” at the exact same time DC was pushing Tim as more and more extraordinary.
I don't think Bruce really has a clear favorite, at least not consistently. They all have really complex relationships with him; they do not always get along; they all LOVE to disobey him (which is fun!); they all drive Bruce crazy...
Honestly, I think it rotates every 10-12 hours. His favorite is the whomever is the quietest and doesn't question him for like five minutes.
