Nope, that's Igor Chimisso. He does stuff for kids/YA, and when he wants he's quite good at it.
Talked to him once as he came to my local comic book shop for Star Wars Reading Day, he's quite the nice guy.
Some combination of:
>1) They're cheaper.
>2) They're bad, but they're reliable to work with and always turn things in on time.
>3) They have connections/got referred to the company. Easier to hire a second rate artist someone puts in a good word for that to do the hard work of finding a new one.
>4) The writer is incompetent and submits scripts too late, so they have no time to polish the final product.
>5) They've been hired from the internet and haven't been given the support they need to adjust to a more demanding professional schedule.
>6) They're fine, they've just been hired for a project that doesn't match their style/artistic skills.
>7) They're fine, the colorist ruined their art.

C'mon man, the guy doing HXH is dying from cancer and draws the manga pages from his hospital bed. Cut him some slack.
A lot of what they do is inking and lettering though.

This, pretty much anything in the industry work by connections. The rest is luck, and finally, talent.
In Japland this would be grounds for dismissal, and you'd never work again.
Either they'll work cheap enough, or they can get it done quick enough to meet the deadline. Because in the end its a business and all companies care about in is if they earn money not if they make something of quality.
