The VA said that she intentionally did Azula's voice to sound seductive when talking to Zuko. I don't think the writers meant it that way though, Ehasz has posted on twitter/tumblr about his planned "Azula redemption arc" and it emphasized Zuko being there for her as a brother, not going full Alabama.
