Only really a bad thing when it's "It was all a dream" bullshit, where character deaths mean little because they'll just be brought back again later.

I could explain why it can't be time travel again, but I don't think it would help you.
Here we go:
Kat just confirmed she hasn't seen a tictoc.
This means she can't have built this tictoc in order to go back in time, if that's the explanation for why she knows what the tictocs look like.
So, that means that she decided to build this tictoc after already seeing it in the past in some way, then she sent it back in time a second time, for some reason.
What would that reason be?
If she already had a way to go back in time to see what they looked like, why would she make them?
The theory is inherently self defeating.
And that's just the pure logic of it.
If you have any amount of reading comprehension you'd notice that Kat is looking dejected here.
If Kat had any control over this situation, she'd be happy that she just saved her friend's life, don't you think?
Additionally, why would she be making this tictoc, then sent multiple versions of it back in time TO BEFORE THE COURT EVEN EXISTED, then, knowing about Annie's bridge fall, only stationed 1 bird on the bridge that miraculously managed to call more in time to save Annie, then still be sad that Annie was saved?
