I like to think writers of cartoons today are as sick of those kinda female characters as we are. Back then it was pretty much a stereotype that the girl in the group was the mature, disapproving
mother, the one who's quick to roll her eyes at the crazy antics of the boys they choose to hang out with. Nowadays we got Mabel Pines, Webby, Rise April O'Neill and other female characters who are more than happy to do crazy shit and have fun with the boys, usually with a grappling hook gun. Hell, in Avatar TLA part of Katara's character arc was learning to be less of a nagging hen and be a 14 year old kid every once in a while.

I don't think I understand your point, as I don't recall any moment in the comic where Sally came off as exactly like as your attempted strawman. The closest of it is when she was written to have short temper and be easily furious of Sonic during the early comics, which it was asked from the comedic plots where everything is exaggerated to one extreme (and mind you, it was funny). Once more action and mature tones were introduced, Sally was then approved to have more development and competence, as well other characters.
It appears to me that you're missing the point of Sally and her character: she's meant to call out Sonic and others the moment immaturity takes place of their minds, ensuring that her group of rebels always maintain inline and in organization.
