From what I remember, Kids WB mostly aired their own stuff and dubbed anime. While CN had their own shows, Hanna-Barberas stuff, and only some of Kids WB's shows and anime dubs, and a couple of WB shows being produced exclusively for CN (Duck Dodgers and Justice League Unlimited)
There were a few Kids WB shows that didn't air on CN, Shaggy and Scooby Doo Get A Clue being one of them, it's probably why so many people say they don't remember seeing it whenever pic related gets passed around online

This does not exist. I've never seen footage of it. There is one picture of the Scooby Gang in this style, and this is just Shag and Scoob cropped and pasted onto a different background. I watched a lot of TV during this time, and this was never on. I don't believe in the Bearstain Effect, but this is as close as I've come to it.

No, the show existed.
As I recall, Shaggy's uncle or whatever is a super scientist and is infiltrating Dr Phibe's operations, and Shaggy and Scooby basically inherit his mansion and robotic butler in the meantime.
Dr Phibe's is trying to steal the nano-tech scooby snacks that allow Scoob to do all kinds of super-power stuff, so the show has a bit of spy and espionage action going on. It's not a mystery show and doesn't purport to be.
The show had a proper conclusion as well with its 26 episode run.
Incidentally, Casey Kasem did return to do voice work for the show, but not as Shaggy, but instead as his uncle Albert Shaggleford.
