The farther right you go, the more you believe a social hierarchy is natural and desirable, and the more fixed that hierarchy becomes. At the extreme end such as in fascism, the hierarchy is based on immutable properties such as race, nationality, or gender.

Batman is a libertarian.
He amasses wealth and thinks he uses it better than others. That's why he donates rather than gives it in taxes. Real-life billionaires also do that: pay for lobbyists to enact policy change where they don't get taxed as much (literally nothing) because it would impede on their philanthropy, lit. philanthrocapitalism. He donates because he no doubt cares, but he also just straight up doesn't trust the government. He might cooperate with Gordon, but he doesn't trust the system as a whole.
He then also funds and serves in his own paramilitary group complete with child soldiers. He does what he wants with his money and says fuck the government. He did the same thing with the Justice League when he said fuck you and made the Outsiders. I don't think he's a leftist but he's definitely liberal in how he views things like rehabilitation of criminals, the foster care system, and the death penalty, but at the end of the day, he still has some respect for the law and an authoritarian stranglehold on acceptable vigilantism in Gotham, which is ironic given his libertarian tendencies, but I guess it makes sense considering he's the most powerful vigilante in Gotham so he has the most say in what goes or doesn't
